The
Main Responsibilities of CNCRC

1.
To manage the purchase, sale, storage, transportation, importation
and exportation according to the state's plans and instructions.
2. To ensure the safety of the cotton reserve;
to rotate the cotton reserve timely so as to protect its quality;
to undertake the storage administration and statistics of
the cotton reserve; to set up the state cotton reserve account
system and keep the account tally with reality.
3. To put forward proposals on establishing
a highly efficient management and operation mechanism of the
state cotton reserve in order to enhance the effective role
of the state cotton reserve in the macro-regulating of Chinese
cotton market; to promote the corporate profits.
4. To carry out the construction, maintenance and management
of all cotton warehouses to increase the storage capacity
and efficiency; to research, develop and spread advanced technology
so as to enhance the cotton storage and transportation.
5. To manage, appropriate the government
subsidy for the state cotton reserve; to strengthen the financial
management to cut down the operation cost.
6. To manage the state assets utilized by
CNCRC and guarantee its value to be stable and increase.
7. To deepen the corporate reform according
to the modern corporate system; to promote restructuring of
operation mechanism; to strengthen the management and enhance
the competence of all employees
8. To undertake other commissions from the
State Council.
